The iTunes App Store offers downloads of Hurricane by American Red Cross for iPhone and iPod touch for free. That's the best deal we've seen for this app. It allows you to monitor hurricane-related weather conditions, send an “I’m Safe” alert to family and friends, find open Red Cross shelters, and more.
Of note, Google Play also has it for free for Android.
